What do you think of a person that when you send them an email they respond 15 days later?

this is a person that is trying to throw you hints that they're not interested or no longer interested. this just displays that you're not a priority. they put you off for as long as possible until a point where they feel compelled to respond out of guilt. sorry. i hope this hasnt & doesnt happen to you. the only time i think this is unintentional is if you know the person has not logged into their account for a long time so they didnt know the email was sent.
