Who do public schools have to answer to?

My former high school is a big joke. Bus drivers often substitute in cles. A lot of the teachers aren't qualified to teach. The test scores are going downhill rapidly and the overall way the school handles EVERYTHING from bad teachers to death threats is just ridiculous and apathetic. The people running this school obviously think that because it's such a small school the rules and regulations of public schools don't apply to them. Who can be contacted to get this situation resolved, to get this school into shape?
