I heard a song on the radio, and can't remember it's name or the artist?

Some of the lyrics were "Accent,you sound like a hillbilly", "Changes in the ocean, changes in the sea", and " When Bob was still a boy". I'm only taking them from memory, they may be slightly different. I'd love to find out the title and artist. Thanks in advance.
