What should i do shall i brack up or wait?

i meet one girl 2 year ago and than we come near and than our frist year want ok but than i dont know what happen she dont like to meet me but she still dont reply me clearly my quetion .i love her to much but she dont.we did try to brock we stop talking and been brock up many time .but we always come agin in each outher life evean she refuse to meet me on my birthday she dont like if i tuch her.so what should i do?
